The importance of this work is caused by lack of the scientific bases of economic politics of National Innovation System сonstruction in Ukraine taking into account the requirements of national safety of Ukraine. The research consists of four stages: 1) Research of macroeconomic problems and risks of innovation development of Ukraine; 2) Study of theory and world practice of modern macroeconomic policy in the context of assistance innovation processes; 3) Determination of features of the use of instruments of macroeconomic policy in the context of creation of favourable conditions for development of innovation processes in Ukraine; 4) Substantiation of basic principles and development of recommendations of public policy of creation of favourable macroeconomic conditions for development NIS-Ukraine. Three analitical slips and annual report were passed to National Security and Defense Council of Ukraine. Annual report consistsof 163 pages. 71 sources of information were used.
