The theory of ferromagnetic clusters in ferromagnetic semiconductors is built. The behavior of two-dimensional non-Heisenberg ferromagnetic with the account of the magnetic dipole and the magnetoelastic interactions is studied. The possibility of existence of spatially inhomogeneous quadrupole state in such systems is shown. The phase states and spectra of elementary excitations in 2D and 3D non-Heisenberg magnets with complex exchange anisotropy are determined. The limiting cases of this model are the XY-model and the Ising model. The spectra of elementary excitations of the dielectric ferromagnetic are determined for a wide range of the parameters.
