The potential damage in case of a choice of the certain alternative at limited time of flight of an airplane to landing place, which isn’t exceeding critical time, is determined as criterion of efficiency of potential alternatives of the end of flight; qualitative characteristics of potential damage are formalized. The approaches to an estimation of risk of occurrence of undesirable consequences as a result of realization by the air traffic controller of the certain decision at performance by him of educational exercises are considered in view of individual qualities of the man-operator.
