Purpose of work is the formation of the normative base which contributes to the introduction into the rail transport field of new technologies and measurements, the unification of the base elements, the focus on the international standards, the development of the domestic and foreign markets. While making the work the performance specifications (hereinafter referred to as ТЗ) were developed, agreed and approved for making seventeen normative documents (hereinafter referred to as НД) which regulate the general technical requirements to the metro wagons, shock absorbers of the rail rolling stock, reinforcement of the brake systems of the wagons, systems of electric provision of coaches, test methods of the life support systems of the coaches. The first editions of the drafts of seventeen НД were drawn up according to the performance specifications, they were sent to the appointed with ТЗ organizations for the response, the list of opinions for the first editions of the draft standards was made up, the second and final editions of seventeen drafts of СОУ МПП were developed, explanatory notes for each НД were drawn. The standards established the technical requirements for the metro wagons, shock absorbers of the rail rolling stock, reinforcement of the brake systems of the wagons, systems of electric provision, methods of the indexes (characteristics) determination of the conditioning systems, cooling, heating and ventilation of the coaches. Final editions of the draft standards were considered at the meeting of the Technical Committee for Standardization TC 83 "Wagons". The matters of the standards were sent to the technical regulation division, metrological division and quality division of scientific and technical and innovation and investment provision of Ministry of Industrial Policy of Ukraine.
