Priority for the research are social vulnerable groups as the elderly people, people with the limited physical opportunities, incomplete families and families that having many children. The purpose of the research - studying of a real condition of the social services system and generalization of experience for increasing of quality of social services, which are given to vulnerable groups of the territorial community of Kharkov. The basic methods of the research: expert interview, monographic, analysis of the documents, focus - group interview. In the conditions of the societies which are transforming, in particular Ukrainian, the reforming of social sphere, and, hence, application of modern technologies of granting of qualitative social services to various social vulnerable groups ( the elderly people, people with the limited physical opportunities, incomplete families and families that having many children) requires special attention and studying, that is the necessary precondition of increasing of quality of life of these categories. On the basis of the comparative analysis of the received data with the results of the previous researches is established, that there were positive changes in the social sphere to the most vulnerable groups of the territorial community. It goes about appearance of new spheres of activity, new contents of the social services, new social projects, increasing attention of the authority, public organizations, social services, researchers etc. on the social problems, developing of the social order etc. Nevertheless, there is a number of problems, connected to a low level, both population, and subjects of the social service, of awareness, paternalism in public opinion, financial difficulties, imperfection of the social legislation and etc. The measures of improvement of the social service for different vulnerable groups have been offered in the report.
