It is shown that the existent system of registration and control needs improvement; number of HIV tests of different groups of Ukraine population differs on various territories and depends on the policy of regions' administrations. First pilot research of external quality control in Ukraine is conducted with the use of experimental and standard samples panels. On the basis of the got results, failings are certain in work of screening laboratories.
