DEFINITION of CRITERIA of EFFICIENCY of USE STATE PROPERTY And DEVELOPMENT of METHODOLOGICAL APPROACHES To DEFINITION of OPTIMUM BORDERS of STATE SECTOR of ECONOMY by the PURPOSE of the OPERATING of ALGORITHMS of the AUTOMATED ANALYTICAL PROCESSING of the INFORMATION ON THE BASIS OF the UNIFORM REGISTER of OBJECTS of the STATE OWNERSHIP The purpose of research work is the analysis of existing techniques of an estimation of efficiency of use of the state property, definition of their absent and defective components; a substantiation of directions of improvement of the specified techniques, definition of opportunities of their use for installation of optimum borders of public sector of economy and the automated processing of the information on the basis of the Uniform register of objects of a state ownership; an operating time of perspective directions of development of institute of the right of a state ownership. Methods of research. At the decision of research problems the general economic, legal and special methods of research, in particular were used: the logic and comparative analysis, the legal and economic analysis of interrelations, the factorial analysis, processing of statutory acts and references. Results of research. Research work - complex research of a problematic of legal maintenance of an estimation of efficiency of objects of a state ownership, and also normative, methodological and technological aspects of definition of optimum borders of public sector of economy. Testifies to existence of novelty in the lead research that in work for the first time: 1) it is proved the block diagram-logic of acceptance of administrative decisions by subjects of management concerning objects of a state ownership on the basis of data of the Uniform register of objects of a state ownership; 2) criteria of a management efficiency for separate kinds of objects of a state ownership are certain; 3) methodological and practical bases of definition of optimum borders of public sector of economy of Ukraine on the basis of the information on the basis of the information from the Uniform register of objects of a state ownership are installed; 4) theoretical approaches and practical recommendations concerning a supply with information of managerial process are developed by objects of a state ownership; 5) the project of articles of the Law of Ukraine " About management of objects of a state ownership " regarding definition of criteria of management depending on the economic nature of the state property and its characteristics is developed; Besides by collective of authors it is advanced: 1) positions of existing techniques of definition of a management efficiency by subjects of managing of public sector of economy, in view of importance of influence of the state on managerial processes; 2) offers on change of legal base in questions of powers of different subjects of management are developed by objects of a state ownership and the responsibility for inefficient administrative decisions; 3) theoretical and practical positions which touch fiscal reference points in management of objects of a state ownership - regarding receipt in the state budget of means in the form of dividends and from privatization of the state property are added. 4) changes for existing approaches in a question of inclusion of subjects of public sector of economy to lists of the enterprises which cannot be privatized are proved.
