On the basis of the statistical information such problems are put and solved: the analysis of qualitative specificity of stages of development, increase, recession and decline of public processes; the analysis of substantial communication between dynamic and time characteristics of each separate stage of process; formalization of dynamic and time characteristics of processes; creation of algorithms of calculation on the statistical data; approbation of results of research. A theoretical basis of research are the theory of dynamic systems, the theory of nonequilibrium conditions, the theory of self-organizing and the system analysis.
