The criteria for licensing exemption are developed for equipment with no potential hazard for human health. Such an approach may allow re-directing the regulation efforts to equipment being considered as sources of the highest radiation levels. The licensing exemption is suggested to be performed based on the following criteria: design safety, wear-out, easy to use of equipment.
