The issue is essential for Ukraine due to unequal social and economical development of regions. The Funds are proposed to be created within central and local budgets under the supervision of the Ministry of Construction and Regional Development. The funds will be responsible for financing infrastructural and investment projects, including innovative projects. The procedures for selection of projects eligible for funding were elaborated. The norms of proposed Statute are based on the extensive study of experience development and functioning of Regional Development Funds in the EU, the USA and Russia.
