The scientific ground of concepts is carried out is "territorial gromada" as base unit of the administrative structure of Ukraine, "budget of territorial gromada" as constituent of the budgetary structure of Ukraine; certainly principles of the financial providing of base unit of local self-government in the post-socialist unitary European countries; the features of reformation of expenditure powers of local self-government and own revenues of local self-government are generalized; suggestions are geared-up in relation to the legislative settlement of right of municipal property. By the results of scientific research suggestions are scientifically grounded in relation to basic directions of fiscal policy of Ukraine in the context of administrative reform: the estimation of budgetary indexes of territorial gromada is on the example of region; imitation models of introduction of property tax as local tax taking into account experience of Poland and Slovakia; the scientific ground of suggestions is in relation to bringing of changes in the legislation.
