Research methods: system, statistical and fundamental analysis, comparison and grouping methods etc. During the study it has been collected and systematized information about establishment techniques, legislative framework and key indicators that characterize conditions of strategic (minimum) stocks in EU, USA, Canada, etc. It has been considered and carried out comparative analysis of: - common problems that arise during minimum reserves establishment, specific aspects of the legal support for different types of stocks functioning, set of indicators, which determine the stocks conditions, and further developments of existing inventory systems; - domestic oil and gas condensate production in Ukraine statistical data, statistics about oil and oil products import and forecasts of changes up to 2020, domestic consumption of petroleum products in Ukraine during 2004 -2009 statistics; - energy security problems and issues related to the functioning of the existing Ukrainian energy infrastructure. On the basis of the analysis, a model of a system of minimum stocks of crude oil and oil products in Ukraine by 2020 was proposed. Likewise, a system of physical and economic indicators was defined to be used as prognostic factors to establish the parameters of minimum stocks of crude oil and petroleum products for the period 2010 - 2020, including the assessment of the reserves establishment possible timing and the timetables calculation for the implementation of oil and oil products stockpiling plan. Study results - drafting of two documents: Methodology for establishment of crude oil and oil products minimum stocks in Ukraine and Program of establishment a system of crude oil and oil products minimum stocks in 2010 - 2020. The introduction of study performance would enhance the level of energy security through the establishment of an effective system of Ukraine's economy protection from the sudden, spontaneous and lasting cessation of supply of oil and oil products, caused by man-made, natural, political, and other potential crises in the supply countries.
