A hurpose of the work is development methodological principles, mathematical models, analytical facilities and programs for forecasting of development of the energy of the country in conditions of liberalization and globalization of energy markets, definition of indicators of functioning of energy markets and conditions of activity of person of business, development the forecast of development of energy of the country in this conditions with using this indicators. Methods of the research - system analysis of the large energy systems, mathematical simulation. On basis of analysis of market models which was conducted and features of their operation in the energy the theoretical and methodological principles of forecasting of development of fuel-energy complex of Ukraine and his sectoral subsystems in conditions of liberalization and globalization of energy markets were developed. The system of the mathematical models for forecasting of development of energy in different government control mechanisms of fuel and energy markets was created, this system contain models of different types - simulation, calculation, linear and mixed-integer optimization, econometric, expert judgments handling. Were developed the software for the realization systems of mathematical models which were created. The researches of forecasting of development of fuel and energy complex of Ukraine in terms till 2040 were completed on this software, the different models of government control of fuel and energy markets were used. On basis of results which were received determined reasonable ways of fuel and energy complex development of Ukraine and stated propositions about improvement of government control mechanisms of energy in market conditions.
