Research methods: analysis and synthesis, comparison, abstracting and generalization, induction and deduction, unity of historical and logical, statistical analysis, modelling. Theoretical and practical results: Basic conceptions which can serve as methodological principles of modern view of money-and-credit relations and as the answer to the challenge of monetary policy paradigm modernization under globalization. These conceptions are: the socio-temporal theory of value, reflective theory of price, and further development of representative theory of money. The mechanism of the structurally-institutional monetary policy transmission channels are investigated. The influences of hierarchy and network structures of the global monetary space on the sovereign monetary spaces functioning are explored. The information economics potential is exposed in relation to the answer of paradigm of monetary policy for the calls of globalization. The contours of monetary policy information-institutional paradigm are grounded. This paradigm appears to be more adequate under the conditions of globalizing information economy, where activity of monetary power spreads on economic agents more through the information-institutional field than through the traditional channels of transmission mechanism. The offered paradigm combines two approaches: information-behavioural, examining the influence of information on the economic agents behaviour, and institution-behavioural, that considers the influence of rules and norms on the behaviour of economic subject. The character of monetary policy in Ukraine and mechanisms of world financial crisis influences on the Ukrainian economy dependence on realization of political business cycle observed from 2004, is exposed. The structural and institutional effects of the choice of monetary regime in Ukraine is carried out. The elements of the monetary regime change at the current stage in Ukraine and the related risks are exposed. Recommendations: proposals related to actions of the National bank of Ukraine under the conditions of financial crisis and measures of monetary policy according to the strategic tasks of socio-economic development. The recommendations are used in the Council of NBU for development of the anticrisis measures in monetary sphere.
