It was possible due to research of ecosystem regulation regularities conformities with the purpose of avoidance of social economic and environmental contradictions, and due to analysis of economic and environmental aspects of national safety in the modern system of nature use conditions. The methodological approaches to ecological conflict determination was suggested: namely the category of "ecological conflict" is determinated, typology of ecological conflicts is offered, limitations and synergetics effects of social economic and environmental systems development are exposed. Description of intergovernmental conflicts concerning the use of cross-border resources is given and the system of environmental and economical indexes of cross-border cooperation influence on environment is formed.
