A methodology for comparative analysis of the normative-technical documents in accordance with IAEA standards has been developed. The texts of IAEA standards and corresponding normative-technical documents of Ukraine and Russia related to nuclear fuel fabrication safety have been collected. The composition and contents of the texts of collected normative-technical documents of Ukraine have been analyzed in terms of their consistency with the criteria of IAEA standards. Based on the analysis results there have been elaborated recommendations to revise existing normative-technical documents, develop new ones, or adapt normative-technical documents of other countries to the legislation of Ukraine in compliance with the requirements of IAEA standards relevant to safety of nuclear fuel cycle facilities for fabrication of fresh nuclear fuel.
