A model is oriented to middling- and long-term prognostication and optimizations of major financially cost proportions of development of economy for achievement of maximally possible end-point taking into account objectively existent limitations in relation to NTP, expected pattern of eventual consumption, at providing of social guarantees, national economic and ecological security, resource limitations, constancy of development and other resource limitations. The also offered model and programmatic facilities, that it will be realized, is used for the estimation of possible level and dynamics of basic macroeconomic indexes on middling- and long-term prognosis period and making of administrative decisions in relation to strategy of economic development at national level and after the types of economic activity: technical and organizational reformation of production, forming of investment policy, management financial and human resources, and others like that. But the first variant of model is presented on the basis of tables of "charges are an issue", which optimizes the process of growth of economy and determines dependence between an issue and volumes of investments as on an economy on the whole so after the types of economic activity taking into account influence of structural changes and resource limitations. The developed model engulfs the followings interdependent function boxes: in gemeiner wirtschaftlicher indexes, of a particular branch indexes, indexes of eventual consumption, indexes of production, indexes of external economic connections. This model will be used as an instrument of prognostication and optimization on сер middling- and long-term period of major financially cost proportions of development of economy with the purpose of achievement of maximally possible end-point taking into account objectively existent resource and other limitations.
