Purpose of work:розроблення methodical recommendations in relation to forming of strategies of national and regional level taking into account operating normative documents and standards of ES, establishment of priorities, aims, tasks and system of indicators of estimation.Article of research: rich constituents in content of strategies of development of national and regional level. Research methods: methods of analysis and synthesis, systematizations and classifications, comparative analysis and generalization. Research results: the base structural constituents of strategies of national development of countries of ES for subsequent adaptation of this experience for Ukraine are set; the order of submission of priorities is certain, aims, tasks at development of strategic to the document on the basis of generalization of world experience, recommendations in relation to their determination are offered; certainly existing approaches to forming of strategies of regional development and their base structural constituents are set, taking for the basis of work of ES, where they get one of priority values in the increase of competitiveness of all integration association; systematization and generalization of world experience of development of national and regional strategies are carried out for subsequent his use with the purpose of development of methodical recommendations for Ukraine; ob"runtovano, that the measure of bringing of the interested parties in in a development process and implementatsii removes the level of institutsionnogo development of country, from here approaches to his realization differ among countries considerably; recommendations in relation to preparation and conducting of public discussion are offered, that the row of specific is represented taking into account world experience for forming and implementatsii of national strategy of development of moments, grouped accordingly with the stages of conducting of advising and account of his results; it is certain and the list of basic possible risks of realization of national strategy of development is systematized in a table form in Ukraine; on each of them the possible consequences in the case of non-acceptance of preventive and (or) timely measures of reaction are set, and also mechanisms and management measures. The results of NIR are inculcated: on their basis methodical recommendations in relation to determination of basic semantic constituents of strategy of national and regional level are developed the Ministries of economy of Ukraine used by the Research economic institute at implementation of NIR "Methodical recommendations from development of national and regional strategies of socio-economic development".
