A research object is clusters as system associations. A research purpose is determination of theoretical bases of forming of clusters. Research methods are generalization, synthesis, comparison, design. Investigational and generalized organizational mechanisms and principles of forming of clusters; the effective models of organization of clusters are certain in relation to systematization of foreign and domestic experience; expedience of introduction of cluster institutes in Ukraine and organizational-legal mechanisms of their functioning is developed.
