An important outcome of the project implementation is the creation of the original national pattern of the external monitoring of education, which is, in essence, a tool for the certification of the Ukrainian Language and Ukrainian Studies proficiency levels and the assessment the quality of knowledge, habits and skills as acquired in the process of tuition. This certification model can successfully compete with the existing certification systems in the leading countries of Europe and the world, and in some respect can outdo these systems. The practical accomplishments of the project are as follows: 1. Substantiation and development of the general principles of the universal package of innovational computer-based information technologies and software applications to carry out the nationwide certification of the Ukrainian Language proficiency in compliance with the Common European Framework of Reference for Languages, as based on the information technologies and computer programs utilized at the Ukrainian National Internet Olympiads. 2. Substantiation and development of the methodological provisions for defining the levels Ukrainian Language proficiency, the evaluation criteria of these levels and their state-controlled certification in accordance with the Common European Framework of Reference for Languages. 3. Substantiation and development of the principles of defining the levels, and the evaluation criteria thereof, to assess the acquired skills and habits in the Ukrainian Studies, as well as the state-controlled certification of these levels. 4. Substantiation and development of the methodological concepts for the preparation, elaboration, approbation and introduction of standardized computer-based testing, as well as the ultimate computerized automation of objective and subjective evaluation techniques to assess the quality of acquired knowledge, habits and skills in the Ukrainian Language and Ukrainian Studies. 5. Substantiation and development of methodological concepts for statistic analysis, processing and interpreting the results of computerized testing. 6. With the view to the above conceptual provisions, development of the requirements specification for the creation, approbation and state-controlled introduction of the universal package of innovational, technically supported information technologies and online/offline software applications, as determined by the objective of the ongoing project. 7. Development and introduction of the ways and means of implementing the Ukrainian Language and Ukrainian Studies distant education, as defined by the objective of the present research.
