A research object is social services in the system of economic relations in society. The article of research is a mechanism of increase of efficiency of the system of social services and optimization of budgetary charges on their grant. A research purpose is development of methodological principles of determination of influence of social constituent of budget on development of society and ground of suggestions in relation to optimization of the use of budgetary facilities on the grant of social services the impressionable layers of population. Research methods are: systemic as a basic method, statistic, logical, induction, deduction, systematization and comparison. Theoretical and practical results of research: certainly role of sphere of services in a post-industrial economy, role of social services at development of human capital, feature of social services, as component sphere of services; theoretical principles of government control of sphere of social services and functioning of budgetary mechanism of providing of their grant are exposed; the operating system of state social standards and norms is analysed in the field of grant of social services, international experience of the use of social standards and possibilities of his application in Ukraine; certainly the methodical going is near the estimation of efficiency of the government spending on social services, grounded criteria and indicators of efficiency of charges on social services and principles of organization of monitoring and evaluation the sector of social services; demographic pre-conditions of development of the system of social services are exposed, the prognosis calculations of estimation of quantity of users of the system of social defence and public welfare, users of educational services, and also users of services of the system of health protection are carried out; grounded methodical going to forming of new directions of improvement of the system of social services in a state sector, approaches near adjusting of activity of noncommercial organizations, and also directions of activation commercial a sector in the grant of social services. Practical value of research: consists in possibility of the use of power public organs in practice of state administration of conclusions and suggestions in relation to perfection of the system of social services and optimization of charges of budgets on their grant. Sphere of the use - the results of researches are passed to Ministry of finance of Ukraine and will be utillized in-process ministry.
