Based on these researches, the main factors of the influence on human resources innovation development of Transcarpathian region were analyzed. The innovation development of human resources was defined as the main condition of their competitiveness increase. The low level of innovations in all economic activities of the region was stated. It was proved, that in the formation of innovative economy, there is a gap of innovate processes between the stage of scientific researches, development of new products and innovations in production. The necessity of creation favorable conditions for education, innovative development and encouragement a people to retraining, improving professional skills, developing of the abilities, was also set.
