The methods used were the analysis of documents, statistical and economic analysis. The outcome of the study is the evaluation of the efficiency of housing and utility subsidies as an instrument of social protection, as well as specific policy recommendations. According to estimates, the targeting of subsidies remains low. This mechanism of social protection was not efficient during an economic crisis: program coverage declined, although according to estimates it was expected to increase. Thus, the reform of the housing and utility subsidies is high in the agenda especially taking into account growing energy prices. The subsidies should be means-tested, the procedures of granting subsidies should be simplified and "single window" should be introduced.
