It has been proved, that due to the existence of subdreicer electric field and spatial inhomogeneities in the loop plasma, the appearance of certain number of the low-threshold instabilities becomes possible in preflare plasma. This fact leads to the rise of the physical conditions, which are necessary for the turbulence development in plasma as well as abnormal resistance and current sheet appearance well before the phase of "preheating". The original conception of such instability's investigation has been proposed and developed. The numerical simulation of the process of propagation of the beam of high-energetic electrons with power spectrum at the "afterimpulsive" stage of a flare has been carried out. It has been proved, that "wave-particle" interaction results in the flatten of any sharp low-energetic boundary in the initially accelerated electron distribution. In the framework of quasi-hydrodynamic theory the possible influence on the irregular structure of sporadic E-layer of ionosphere and increase of the electron gas temperature in this layer have been investigated. It was supposed, that this influence is the result of the action of power radio-emission. The formula has been obtained for the fundamental parameter of turbulence of the upper Earth atmosphere as well as for mean velocity of dissipation of kinetic energy of turbulent motion in unit mass of atmospheric gas.
