The purpose of work's implementation was complex theoretical development and scientific ground of basic financial and economic priorities of regional policy of forming of development innovative model, increases of financial market's role, in a construction and realization of innovative-investment model of regional economic complex. Theoretical and practical results: methodological positions are developed in relation to the construction of the system of balanced of economic interests of corporate relations' subjects in a region, which is based on the construction of corporate strategic maps on basic directions activity, which will allow corporations to decide the problem of the ineffective use of resources, functionings, at the proper market, high-quality skilled providing; brought in suggestion in relation to perfection of legislative base of regions' innovative development on the basis of optimum combination of direct and indirect methods of government control. Novelty: the problem of bringing in of internal investments is decided in the real sector of region's economy and social problem of the pension providing of the hired workers of corporations by organization of corporate clusters on innovative basis; the model of the balanced state strategic maps is built for governmental and having a special purpose program; the model of the strategic controlling economic interests' balancing of participants of market relations is improved, adapted for Ukraine and methodical recommendations in relation to its introduction; brought in suggestion in relation to creation of state investment backing of regions fund, the additional source of filling of which is a receipt of the rent payments from exploitation of cost-effective natural resources and from the use favorable whole economic and transport geographical terms. Efficiency of introduction: methodical recommendations are developed in relation to introduction of service of complex controlling at the level of regional state administration, which determine the order of organization, mechanism of introduction of controlling in practice of executive public authorities, method and base algorithm of lead through of controlling, in an area; suggestion of Poltava Region Municipal Administration and Poltava regional soviet is brought in relation to introduction of model of regional cluster of highly technological production on enterprises and in establishments of Poltava.
