Purpose of work: to find out the challenges of monetary policy under global finacial and economic crisis, and to formulate possible of answers on them. Research methods: analysis and synthesis, comparison, abstracting and generalization, induction and deduction, unity of historical and logical, statistical analysis, modelling. It is showed that the basic monetary factors of financial and economic dynamics have been: emission, monetization, capitalization, securitization, reflectivity and virtualization of economy. Modern challenges of monetary policy are founded out, in particular challenges of the traditional understanding of its aims, instruments, challenge, related to growth of uncertainty of its results, and challenge, related to inefficiency of its universal and standard models as a result of different motivation and behaviour of financial capital in different countries. The comparative analysis of forming and development of financial crisis and answers of monetary policy in Ukraine and Russia in the context of financial and economic crisis. Recommendations: concerning exchange rate policy, currency control, regarding the restructuring of the banking system, concerning the economic and legal providing of refinancing and crediting of economy, creating long-term resource base of the banking system, recommendations according interest rate policy of the National bank. The recommendations are used in the Council of NBU for development of anticrisis measures in banking and monetary spheres.
