A research purpose is development of methodical recommendations on the construction of regional scientific and industrial cluster models on the basis of vertical and horizontal integration of industrial enterprises and scientific establishments. Research methods are logical and theoretical generalization, analysis, synthesis, comparison, expert estimations, imitation design, SWOT-analysis. As a result of implementation of scientific researches an important scientific and practical task on development of methodical positions on the construction of innovative scientific and industrial cluster structures in the regions of country is decided. On the basis of theoretical generalization and results of analysis of the methodical going near forming of regional cluster structures: the method of choice of models of innovative scientific and industrial cluster structures of region is developed; methodical approaches on the construction of scientific and production industrial clusters are grounded; a regional case cluster structures frame is developed; measures on the tax adjusting of development of scientific and production industrial clusters are grounded. Drawn on the results of scientific researches in practical activity of regional organs of state administration and local self-government at regional program of socio-economic development. The use of the developed suggestions by the organs of state administration at regional level will assist strengthening of process of production integration and creation of additional workplaces in the leading areas of economy of country.
