Object of the development is a pre-production model of the modernized software for automation of account of financing and business accounting. A purpose of work is an increase of efficiency of implementation of priorities and basic tasks of Ministry of Economics directed to the providing of forming of realization of public economic policy and improvement of mechanisms of the effective use of budgetary facilities. Research of the operating system of automation of financing and business accounting (farther - System), found out the row of failings. Modernization, conducted during the first stage of RW, removes these failings and considerably diffuses functional possibilities of System. The work, conducted during the second stage, confirms that the use of the modernized System enables to own complete and operative information about obligations, not provided with the opened assignations that, along with interaction with facilities of its automated processing in one contour with an accounting, will enable more effectively to plan, to conduct and to control a financial-economic activity of Ministry. Also System inculcates a corporative standard on used applied software with the unique interfaces of interaction with software of treasury implementation of expense part of budgets. In a period from Decembers, 04 till December, 16, 2009 a research installation was conducted. Testing (research installation) of System confirms the possibility to use it for cutting of costs on conducting business due to realization of new methods of automation of information processing regulation and simplification of access of employees to the necessary information and operative preparation of the completed and analytical reports for leadership.
