A purpose of work is a scientific substantiation of foresight methods of ATSEP beginning and evolution by further development of avalanche-type processes in the socio-economic systems mathematical theory, development of information technologies of foresight and management these processes. Research method are mathematical and informational modeling, systems theory, nonlinear dynamics and synergetic. The mechanisms of beginnings and evolution of avalanche-type socio-economic processes (ATSEP) are uncovered, systematized and formalized. The dynamics of distribution of market and currency panics is studied in the scales of region, country or social environment. The parameters of this dynamics are defined (temporal descriptions of growth, maximal level and recession). Methodology is offered and the modeling methods of temporal and spatial dynamics of ATSEP are created. Cause-and-effect relations of probabilistic type between events of political, economic, natural, psychological nature and ATSEP beginnings and evolution are defined. The mathematical and imitation models of ATSEP, as basis for their foresight, are created. In particular, models of micro- and macroeconomic dynamics in connection with the models of behavior of subjects-organizers and the masses (social environment); panic expansion models in society of informational type, differentiated on the economic, socially-psychological and role list of members. System principles of foresight, prophylaxis and avalanche-type processes counteraction at regional and national level are developed. The phenomenon of distribution of information-administrative architectures (IAA) as an avalanche-type socio-economic process is studied, descriptions of its dynamics are defined. Relation and object-oriented models and databases of IAA are created. In particular, information models of multi-layered architectures, temporal databases, as an instruments of IAA monitoring and as a basis for a choice the typical and the best IAA. The features of architectures of objects with protected are exposed. requirement to architectural facilities of protection of such business-processes are defined. The results are ready for application to work of public, municipal and enterprise institutions, and was inculcated in the educational process of V. Dahl ENU.
