The aim of work - development of the new concept of managing structurally phase state of external and internal surfaces division, which were constructed by the selection of quantitative factors of the microstructure for optimization functional properties of constructional steels. The methods of investigations - the optical and electronic microscopy; micro X-ray spectral, X-ray and magnetic phase analysis; durometria; surface stereometry computer profilographia; neuronet computer modeling and analytical calculations of the phase balance multicomponent system. In the first part were reviewed the questions about the optimization of the regime impulse laser treatment during formation of surface layers, the influence of laser treatment on the interaction corrosive resistance steels with melting Li17Pb83, creation protective layers ) by thermal reflow of the surface by impulse plasma. In the second part were reviewed the questions of structure identification and phase state of layers, which were formed on steels during laser surface melting, is shown the calculation of phase balance in system Fe-Cr-Ti-N-O-C including physical and chemical events on inter-phase separation surface. In particular, thermal-dynamic calculation method of probability of creation secondary phases in system "steel-FLOAT-dopant" and calculation of the optimal combinations in system "steel- surface inserted element" for laser alloying and ion implantation. In the third part were calculated the influence of external separation surfaces (inter-phase borders) at formation pre-determined corrosial-electro-chemical, frictional and physical and mechanical properties of the boarder layers. Assigned new possible ways of formation some types inter-phases boarders for regulation of functional properties. In the fourth part are introduced some ways of formation special type and structure node boarders for increasing technological and using properties of steel. There is shown correlation between bordering areas structure and processes internal absorbing during providing progressive technologies of micro-alloying. Determined quantities of physical and mathematical substantiation of regimes of surface and bulk thermal treating. Developed bases of technology of restoring and repairing details of machines heat energy and instrument-making with aim of increasing deterioration- and corrosive- resistance. Proposed ways of creation functional bordering layers by surface laser alloying of corrosive-resistant steels, which has properties of the new material. Created new bases of experimental data and knowledge base, which concerns regulated chose of surface engineering regimes or technologies of micro-alloying for formation internal or external distribution surfaces with pre-determined functional and using properties.
