A new step in a scientific and technical potential of sustainable was using of complex indicators of the European innovation scoreboard, which were adapted to conditions in Ukraine. Also trends in the use of scientific potential of the Ukrainian economy was studied. The results indicates the existence of significant gaps between the processes of production and use of new knowledge. It was developed and proposed for implementation some recommendations for strengthening the role of science and, in particular, NAS of Ukraine to the innovative development of Ukraine. In the report, special attention is paid to new phenomena that characterize modern scientific and technological development, in particular the emergence of network structures and new forms of innovation. For the first time from the position of science of science the assessment of new liberal theories and approaches impact to the state and development of science in Ukraine was given. Also it was developed system of indicators to assess the scientific and technical activities and was improved conceptual model for the formation knowledge-based economy in Ukraine.
