The goal of the study is identifying the main features of rural depressed areas, the delimitation of rural depressed administrative districts of the Polissya region, designing the main directions of strengthening their development. The research methods are statistical analysis and scientific prognostication. Depressed agrarian (rural) areas are a kind of problematic regions. It was determined that the formation of Polissya’s depressed agrarian areas is caused on the one hand by macroeconomic processes of cyclicity and staging in the regional development and on the other hand by peculiarities of sectoral structure of regions’ economies and their transformation during 1990th. Natural resource, population, financial and socio-economic potential of Polissya regions were evaluated. While delimitating the depressed arrears among administrative districts there do not appear to be sufficient reasons to take into account the previous breakdown and consideration them as industrial or rural ones because of significant changes in employment structure. The significance of certain indicators of depression is examined. Taking into consideration the shortcoming of the legislative base the determination of depressed areas was implemented employing a calculated integral indicator of depression. Using the proposed criterial ranges of depression, thirty eight Polissya’s administrative districts, that account for 49,4% of their total number, were rate as depressed. They are mostly located in Chernigiv and Zhytomyr regions. The general approaches and mechanism of recovery and strengthening of Polissya’s depressed areas are formulated and characterized. Appropriateness of the development of the common recovery measures for the districts groups with similar problems is proved. The main strategic goals and tasks of incentives for the development of Polissya’s depressed agrarian areas are characterized. The results of the research are used for the development of the draft agreements between Polissya’s administrative regions and Ukraine cabinet council as well as for the development of annual plans of socio-economic development of administrative units of the region. The further research could be connected with the development of the program of the recovery for every Polissya’s depressed districts.
