The theoretical and methodological foundations to forecast improving, programming and planning in resource and environmental sphere as an institutional system of mechanisms and instruments of balanced nature usage are developed. The scientific grounding is given and the system of organizational and managerial innovations regarding the formation and implementation of institutions and mechanisms for balanced nature usage of local and regional economic-ecological systems is proposed. Theoretically estimated organizational-economic framework for the introduction of the balanced nature usage concept concerning to the sectoral and regional dimensions, the scientific and practical suggestions for improving of the sectoral and regional resource-environmental policy based on the balanced nature are formulated.
