In order to achieve this aim monitoring and analysis were conducted and a medium-term forecast of industry development was made cut across separate aspects and functioning spheres (commodity production, external trade, financial sphere, home consumption, industry investments etc). Within the framework of this research two methods of forecasting of prices and price conjuncture were used: - expert judgement method (the forecast is based on conclusions made by experts who are capable of substantiating their point of view and providing an evidential basis as to the development of price conjuncture and price dynamics of a separate product or a group of related products in a short-term, medium-term, and long-term perspective) - prognostic extrapolation method in the sphere of price forecasting (is based on statistical observation of dynamics of a price indicator, identification of statistical dynamics or its tendency to change during certain periods and transferring the statistical regularities to future periods). According to the analysis the specific energy and resource consumption became the determining factor for the systemic competitiveness of the industry today. 1.Structural energy saving. 2.Technical and technological energy saving. 3.General industrial and non-industrial energy saving. 4.Structural-resource energy saving. The conducted analysis shows that in the realization of energy-saving programmes by 2009 a great part of Ukrainian industries had passed the stage of "cheap" measures (production process optimization and parsimonious energy consumption) and moved to the measures which require greater expense and capital intensity (purchasing new equipment and introduction of new technologies).
