Variant 2: providing of forming of informative space through introduction of government control.Variant 3 (offered): strengthening of role of the state in system development of informative space with the simultaneous forming of effective model of state private partnership of the creation directed on providing and effective functioning of the unique informative system. Taking into account requirements in relation to plenitude of rozv''yazannya problem, normatively legal providing, optimum of charges and terms of necessary for overcoming problems, most acceptable is the third variant.
