Modern world economic development is marked by changes of economic and social paradigms, that is why it is necessary to change approaches to usage of human recourses in resort sphere which ranks an important place in the life of Ukraine. Research objective is extending of theoretic-methodological approaches and elaborating of proposals on effectiveness of development and usage of human recourses in sanatorium-resort sphere of Ukraine by the example of one of the biggest establishments - Truskavets resort. Research subject is theoretic-methodological principles in the process of development and usage formation of human recourses in sanatorium-resort sphere of Ukraine. During the writing of the report the main problems and approaches to development and usage of human recourses have been analyzed in conditions of economics transformation. Peculiarities of economic mechanism functioning of development and usage management of human recourses are studied and its assessment has been elaborated with the help of qualimetry models. This gave the opportunity to prepare the proposals on increasing of the effectiveness of development and usage of human recourses on the basis of economic mechanism improvement of its management, as well as to elaborate the system of payment for labor (on the basis of grades), which will allow, in executors' opinion, to increase substantially the level of effectiveness of human recourses usage.
