Also it is important to acquire foreign technologies, followed by their adaptation to local conditions is a key element of the strategy of technology development in developing countries. However, import of foreign technology is no substitute for economic development, but rather complements it. Rate imitation of foreign technologies depends on technology, policy and institutional mechanisms, the structure of the technological system, the structure of the market in technology and international trade rules. Today there are already formed the main elements of NIS in Ukraine, but there are still serious problem with system interconnection between science and industry. Technological learning is quite weak too. Further development of the Ukrainian NIS first of all should involve the development of innovation infrastructure and other organizations that promote networking between businesses, academic institutions and state authorities.
