Main results: The new methodology of forecasting the development of electric power and heat supply as a single two-product system is proposed; complex of mathematical models for optimization of the structure and modes of power generating capacities in each subsystem; the algorithm for optimization forecasting the development of connected systems of electricity and thermal energy generation over time is developed; the assessment studies of effects of the introduction in Ukraine of specialized frequency and power control systems based on heat accumulating consumer-regulators - heat sources of district heating systems - were carried out; the expediency of such systems for normal and emergency frequency and power control within a single system of automatic dispatching control of power system of Ukraine is established; the ways for increasing the stability of power system of Ukraine to the level of UCTE requirements, substantial fuel savings in heating supply systems, and reducing harmful emissions and greenhouse gases are shown; the assessment of appropriate scale for implementation of electrically driven heat pumps in the regions of Ukraine, economic and environmental implications of their introduction are made.
