Research objective - providing a comprehensive assessment of the implementation rules of the new version of the Budget Code of Ukraine on the budget system, effectiveness of implementation of innovations introduced, possible socio-economic and fiscal impact of their implementation, to study the consequences of implementation and interpretation of articles of the new version of the Budget Code of Ukraine. Methods of research: common and special methods of synthesis, analysis and synthesis, grouping and comparison of economic phenomena. The novelty of the study: in terms of reforming the budget system in the most important one is to study effects of the new version of the Budget Code of Ukraine in the context of further development of medium-term budget planning, program-based budgeting method, the use of modern forms and methods of effective budget management, and improved public financial control with increased responsibility of the budget process, strengthening the financial base of local budgets. During the research examined the state budget of Ukraine at the present stage, the formation and implementation of budgets, intergovernmental fiscal relations, ways of improving the budget process in the process of reforming the budget system through the prism of rules and regulations of the new Budget Code of Ukraine made scientifically based conclusions about the consequences of implementing a new version of the Budget Code of Ukraine for Ukraine's budget system. Results can be used in practical and legislative activities of the Ministry of Finance of Ukraine.
