Research objective - providing a comprehensive assessment of the implementation rules of the new version of the Budget Code of Ukraine on the budget system, effectiveness of implementation of innovations introduced, possible socio-economic and fiscal impact of their implementation, to study the consequences of implementation and interpretation of articles of the new version of the Budget Code of Ukraine. Methods of research: common and special methods of synthesis, analysis and synthesis, grouping and comparison of economic phenomena. The novelty of the study: in terms of reforming the budget system in the most important one is to study effects of the new version of the Budget Code of Ukraine in the context of further development of medium-term budget planning, program-based budgeting method, the use of modern forms and methods of effective budget management, and improved public financial control with increased responsibility of the budget process, strengthening the financial base of local budgets. During the research the essence of all terms and concepts used in the Budget Code in detail and systematically analyzed all articles of the main financial document of the country, especially the application of Articles comment and limit their effect, focuses on the innovation component of the Budget Code, with emphasis on innovations for each section. The main results obtained in paper used in the preparation of the "Scientific-practical commentary to the new version of the Budget Code of Ukraine" textbook "Managing the budget process," monograph "Ways of reforming the budget system of Ukraine. The results can be used by civil servants of central executive bodies, of the Ministry of Finance, heads of budgetary institutions and organizations, university faculty and students of financial and economic nature, in general all those whose professional activities related to the implementation of the State Budget of Ukraine.
