Here's been performed comparative aspect of the research devoted to legal regulation of administrative procedures in Ukraine and Bilorussia Republic. Here have been defined the peculiarities of application-based proceedings and grounds for their differentiation with the claim-based. The developed proposals and recommendations for implementatio of the European experience of legal regulation of administrative procedures shall support the law drafting activities in Ukraine, to improvement of the effective draft of the Draft Administrative procedure code of Ukraine and to conducting of the administrative legal reform as a whole. The results of the research shall also aim to definition of the common grounds of state governance and development of the cphere of administrative law in the post-soviet countries (f.ex. in Ukraine and the Bilorussia Republic), that shall have positive impact on providing legal protection to citizens in their counteractions with public bodies.
