Research goal: debt sustainability analysis for Ukraine and estimation of the State budget deficit limit; proposals for government borrowing policy improvement aimed at macro financial stability and public sector solvency. Research methods: scientific abstraction, structural and functional method, analysis and synthesis, generalization, historical method, regression analysis and balance equality method, statistical comparisons. In the scientific-research work: - conceptual approaches to public debt sustainability analysis are presented; - critical values of debt indicators are elaborated (their exceeding violates debt sustainability); - State budget deficit limit is defined, that comply with debt sustainability in medium-term, and method to calculate deficit limit is described; - stress-tests of public debt values and budget expenditures for debt service are conducted, that rely on different assumptions of budget policy and macro financial factors impact; - proposals aimed improvements of public debt management in Ukraine, which secure macro financial stability and government solvency, are elaborated.
