Research methods: analysis and synthesis, logic generalization, historical and other methods of perception of the social and economic phenomena, objects and processes. In the scientific-research work: -the EU and OECD member-states practice on granting of capital transfers to local budgets with particular examples is analyzed; -the practice of Russian Federation on application of the formula approach for inter-regional distribution of capital transfers is generalized; -The background of introduction of foreign experience concerning capital transfers granting to local budgets in Ukraine is defined; -Disadvantages in legal base for granting of capital transfers of Ukraine are found out; -Conceptual directions of improvement of the legal base for granting of capital subventions are proved; -Recommendations concerning formula approach using of capital transfers granting to local budgets for Ukraine are proposed.
