Purpose of work: perfection of the theoretic and methodical approaches to the management of scientific and technical progress on the basis of research of aggregated temporal parameters of fixed assets renovation, and also influence of STP on the cyclic dynamics of reproduction processes. Research methods: method of scientific abstraction, logical generalization, system-structural, comparative analysis, mathematical design,. Results of work: perfection of the theoretical, methodological and methodical positions which in a complex determine conceptual bases and organizationally-economic forms of STP management by development of optimum temporal parameters of reproduction. Novelty of work: theoretic and methodical bases of the system of cycles of reproduction of the fixed assets forming are developed on the basis of system association of cycles of reproduction in naturally-material and cost forms, directions of perfection of the government financing mechanism of the scientific and technical programs, and also directions of perfection of the system of depreciation, are offered. The scientifically-methodical approaches to prognostication of renovation of the fixed assets processes is offered, based on the use of hyperbolical function of obsolescence, an additional parameter, reflecting the integral-system tendencies of obsolescence, is entered. Recommendations to determination economic expedient term of service taking into account influence of the second type obsolescence are expounded.
