The basis for development of SRW is a contract, number 01120904000, dated on 30.11.2009, between the Ministry of Fuel and Energy of Ukraine and SE "Naukanaftogaz" National Joint Stock Company "Naftogaz of Ukraine". Object of inquiry is the modern standards and requirements concerning geological study of mineral resources (including experimental-commercial development), when the production of hydrocarbons is carried out, and during the commercial field development, work on designing the systems of field development, requirements concerning technological and design documents for experimental-commercial and commercial fields development, the basic requirements of wells construction, technics and technology of hydrocarbons production, field facilities construction and other industrial facilities with the aim to effectively use mineral resources of hydrocarbons for the case of full human safety, industrial, fire safety and environmental protection. The aim of SRW is to develop regulations of oil and gas fields development, which will describe modern standards and requirements for development of oil and gas fields. Method of research - theoretical: study and generalization of the Ukrainian laws, other normative acts (decrees of Verkhovna Rada of Ukraine, decrees and orders of the Cabinet of Ministers of Ukraine, orders of central executive bodies of Ukraine, etc.), standards and other normative documents of any level, normative document that legal in other countries (guidelines, resolutions, etc.), materials of science and technical literature concerning the object of research. Results and their innovation - uncertainty in legal relationships between users of mineral resources and public authorities in Ukraine dependent by lack of its own "Regulations of oil and gas fields' development", which would meet modern standards of legislation in the petroleum industry. Developing of new normative legal act "Regulations of oil and gas fields' development in Ukraine" (further - NLA) will determine the order of hydrocarbons production during the geological survey of mineral resources, design the systems of fields development and development of oil and gas fields in Ukraine. NLA "Regulations of oil and gas fields' development" is developed to replace existing (according to the order of Ministry of Energy "Concerning the validity of the industrial regulations of the former USSR dated on 19.06.2002 No.364) "Regulations of oil and gas fields' development", approved by Ministry of Oil Industry of USSR, 1984, and "Regulations of gas and gas-condensate fields' development", approved by Gosgortechnadzor USSR, 1970 Industry of application of normative legal act - the acting of the NLA "Regulations of oil and gas fields' development" (further - Regulations) will extended to the activities for all subjects of oil and gas industry regardless of their ownership and subordination. Observance with the requirements of the Regulations is mandatory for all enterprises and organizations engaged in the production of hydrocarbons during the geological survey of mineral resources, drilling of fields, involving in a experimental-commercial development, design the system of field development, preparation to the development and introduction into commercial development of hydrocarbon field (including requirements for drilling equipment, construction, drilling and operation of wells and other industrial facilities both onshore and offshore) and regulate the activities of users of mineral resources during production of hydrocarbons and regulate its relations with state authorities. Requirements of Regulations acts to all the territory of Ukraine, including the limits of the continental shelf and exclusive (maritime) economic zone. The significance of the work and conclusions - the need to develop Regulations due to changes in the legislation of Ukraine, as well as desuetude of requirements of normative documents of the former USSR, which did not comply with applicable laws and normative legal acts in the branch of using mineral resources and production of oil and gas. These Regulations are designed to clear, complete and unambiguous formulating of rights and obligations for users of mineral resources during the development of oil and gas fields under the current legal norms established in the Code of Ukraine "On Mineral Resources", Law of Ukraine "On Oil and Gas" and other applicable regulations. Compliance with the requirements of these Regulations will provide a safe work of hydrocarbon production during the geological survey of mineral resources (including experimental-commercial development) and commercial development in case of complete ensure the rational use of mineral resources, safety and environmental protection. Regulations define: " rights and obligations of the mineral recourse user that performs the production of hydrocarbons during the geological survey mineral recourseі, including well completion, experimental-commercial development and commercial fields development; " cooperation of mineral recourse user with public authorities; " list of activities during the development of oil and gas fields; " requirements for environmental protection during field development. Normative legal act "Regulations of oil and gas fields' development" developed according to the conditions of the working laws of Ukraine in the petroleum industry subject to the requirements of rational use of mineral resources and environmental protection.
