Research object - elaboration of methodological and methodical grounds of the use of public financial instruments in order to secure sustainable economic growth and development of social sphere; elaboration of practical recommendations on the effectiveness improvement of fiscal and monetary instruments in globalization and during intensification of European integration processes. Research methods - systemic, analysis and synthesis, statistical comparison, factor analysis, structural and functional. In accordance with some findings of scientific-research work in 2007-2010: theoretical concept of functioning of the mechanism of external debt in low- and middle-income countries is developed; mechanisms of disruption of national financial system of Ukraine under the influence of incurred burden of external debt liabilities and mechanisms of expansion of "infection effects" in the financial market of Ukraine during integration to the world monetary and financial system are revealed; it is grounded that structural disparities in the public finance system of Ukraine are caused by non-conformance of the use of tax instruments within the provision concerning government task of income equalization to the type of a "welfare state"; the expediency of introduction of indicators of "capital value and structure" in terms of corporations and economic activities into economic practice and statistical observations is substantiated; priority directions of the improvement of tax system of Ukraine during intensification of European integration processes are determined; key directions of improvement of state aid for enterprises of Ukraine are proven on the basis of international practice research; inflation rate admissible for stepping up of economic activity and European integration processes acceleration is established; ways of modernization of the system of state financial control in order to improve effectiveness of public finance management in Ukraine are proposed. The findings of scientific-research work could be used by the bodies of legislative and executive power in Ukraine for elaboration of strategic documents for the development of economy and finance system reform in Ukraine, by Verkhovna Rada Budget Committee for amending Budget Code of Ukraine, by Ministry of Finance of Ukraine for modernization of the draft of Tax Code of Ukraine and for preparation of the drafts of regulative legal acts on administration of public debt operations.
