The list of protected monuments of town-planning and architecture of city of Kharkov has been voted by the decision of the Kharkov regional executive committee in 1980 (the order №334 from 30.04) with additions of 1992 (report 61 from 05.03) in quantity of 545 objects. Problems to save up an architectural heritage. Significant social and economic transformations to the country, change of patterns of ownership on objects of the real estate and, connected with it, changes of functional use; physical losses of monuments in connection with lead reconstructive actions, breakdown susceptibility of objects, have entailed necessity of work on specification and updating of the list of monuments town-planning and architecture. Necessity of carrying out of such work it is connected with inconsistency of a legal database on protection and use of monuments of architecture, with examples of modern use and rules of their operation, necessity of addition of the state register of monuments of local and national value. Occurrence of the new information has led to necessity of specification of data on authorship, dates of erection and the reconstruction, the executed restoration works. The purpose of research: to develop criteria estimation of objects of a heritage on a complex of factors which influence a condition of authenticity and become base on specification of the list of monuments town-planning and architecture. Work was carried out under orders of Management of town-planning and architecture of the Kharkov regional state administration for subsequent use in actions on protection of objects of a town-planning and architectural heritage of Kharkov.
