The purpose of work is the definition of the quality indices list of telecommunication services for setting-up the normative values of quality of service indices of data transmition and Internet access for oftainnig a complex approach to the regulation of issues related to the provision of telecommunication services at a suitable quality level, satisfaction of customer's needs and evaluation capabilities. The investigation method is as follows: it was made the analisys of codes for ordering the supplementary services used by the different bixed and mobile communication operators. According to the analisys results it was devoloped the following: - the saentifc report on fulfillment of the saintific and research work " Development of the regulatory document "Transition to the unified formats of supplementary services codes"; -the project regulatory document "Transition to the unified formats of supplementary services codes".
