Purpose of work: Determination of features of the system of organizational measures on creation of educational-material base on the basis of requirements of state standards of safety in extraordinary situations, education, and also on-line tutorials intended for preparation of different categories of population. Making of sole approach of different subjects of menage (enterprises, establishments, organizations and educational establishments, which will realize measures on teaching of population to actions at extraordinary situations after the place of teaching, work and residence) in relation to creation of educational-material base. Preparation of normative document that regulates the order of creation of educational-material base. Research method: Analysis, generalization and systematization of operating normative-legal base in relation to an educational-material base, requirements of the programs from teaching of different categories of population, and also experience of different subjects of menage in relation to creation and use of educational-material base for providing of educational process. Basic results: As a result of implementation of work is prepared the project "Statute about an educational material and technical base on the questions of preparation of population to actions in extraordinary situations" for subsequent approval by the order of MNS Ukraine and registration in Ministry of justice of Ukraine.
