The work's purpose is the creation of sequential interrelated mathematical models for planning and decision making in complex organizational and production systems, the system of new highly efficient interrelated algorithms for solving problems of planning for the various criteria of optimality, the creation of constructive mathematical optimization models based on a new approach for finding the weights in Saaty's Analytic Hierarchy Process and creation on the basis of the constructive theory developed by the authors the efficient exact method for solving the well-known NP-hard scheduling problem, which underlies the developed models, for minimizing the total penalty for the tasks lateness. Efficient exact methods and the new modified PDC-algorithms (algorithms with polynomial and decompositional components) were created for the problem solution for the criteria of minimizing total tardiness on single machine (TT) and minimizing the total penalty for tardiness on single machine (TWT). In contrast to existing methods of planning, the best of which contain a linear or a random combination of different dominance rules which don't guarantee the quality of the solutions, in our methods the process of solving the planning problem the strategy for finding a global optimum is defined, which allows us to obtain solutions close to optimal. The mathematical linear and convex quadratic programming optimization models were developed to find the weights for well or poorly consistent heterogeneous matrices of paired comparisons in Saaty's Analytic Hierarchy Process. In result of the research, the information technology and an integrated software package for solving the problems of planning and decision making in a complex organizational and production systems were created. Thus, for the first time the problem of building the schedules for various criteria and selecting the best of them was solved in the complex.
